The main limit on who gets the job is who the House is willing to allow.
Gerald Ford got the job because, as Minority Leader, he was one of the few names the Dem majority would allow in the Watergate era.
With a Dem congress? Anyone legally able to hold the job who can get the votes. If AOC was eligible, they could try to cram her dumb arse through.

It requires both houses' support. AOC wouldn't make it through the Senate
