Do you still have the police report with the Vin #? Call the police dept in that city, tell them someone has your stolen bike and they are now trying to extort you for the return of it. Regardless of this being a mechanic shop or a snowball stand, they're in possession of stolen property. The burden is on them to defend their self when the cops show up. They can hire an attorney and sue the guy who dropped it off and go through that entire debacle, or just give your bike back.
It would look real bad if they end up getting a black eye for being a chop shop. When you escalate the issue and the local law shows up I'm sure ole gal will have a change of heart.

I cant see them having any right to the bike unless they were the ones who impounded the bike for the police.
