Nope, that's bullshite.
You have to be with the state at least 10 years to be eligible for the pension and even then you're only vested at ***2.5% of your salary*** for every year you've worked.
*** - For most state jobs the formula is +2.5% for each year you were with the state, up to 100% at 40 years. This amount is of the average of your 3 highest-earning years.
Not all state jobs are this way. For example the State Police pension is 100% at 20 years.
Teachers have their own system.
EDIT: had 2.2% stuck in my head for some reason instead of 2.5%
