I think this is where you could also factor in cap space and just have a minimum to spend on a rookie class, but teams could pay more as long as they obeyed the cap rules.

Yea, if you ever ditched the draft you couldn't have a special draft budget for every team to slot rookies into.

It would need to just go into regular cap space. If you did something like got rid of max contracts and set a hard cap, then ditching the draft in theory could work because a team like the Lakers wouldn't just automatically get the best players because you imagine they're going to be a stacked squad with very little cap space, and the lesser or small market teams would have the cap space to give the better rookies, generally speaking of course.
