The 5/4 split we currently have is barely tolerable.
Shadow staff mitigates the pain of a ratio like that, but you are right... that's not manageable.
I'll use a Gump example of how to adjust year over year. Some years Napier was a WR coach, some years he was shadow staff (but still going to HS's, I witnessed that first hand in North LA). Some year Burton Burns was a RB coach, other years he was admin/analyst/shadow staff (and Saban's chauffeur, also witnessed that first hand in SE Texas- allowing him to also make visits to HS's and living rooms).
So you can do movement back and forth, and if willing to work around rules keep your (or most?) of your on the field coaching intact and if willing to outright break rules keep your guys recruiting.
