They are already struggling with how to get teams back under 85 over the next couple years due to the free Covid year.
I doubt they make it harder. I wouldn't be against it, but they should have already announced it if that's something they were even considering.
Players are already transferring and enrolling in schools. If every school got a couple extra, there would be different opportunities opening up that these players are getting as of now.
Also, schools would be recruiting different and offering different if they knew this was coming.
