Yes. If you proactively patrol and arrest these idiots on small things (illegal carrying, felony in possession, etc) the jail time adds up.

Crackheads and other junkies aren’t responsible for the violent crime and brazen burglaries we’ve seen skyrocket in the last four years. They steal from stores and each other but are largely nothing more than a nuisance.
