Not really a foreign film since it was in English, but "The Impossible" was really good. Came out in 2012, detailing a true story of a survivor's account of the Indian Ocean Tsunami that hit in 2004. Several scenes very intense and gripping, and left my wife and I saying "we have to watch a comedy show before going to bed" because we were that sad/shaken by it. That to me says how good a job the director did.
