According to Room 237, the Monolith on the Moon in the movie is a fake.

This. It was buried meters under the lunar surface. Only detected due to magnetic waves from the lunar Monolith.
It is activated once sunlight hits its surface. Sending a signal to the next Monolith who will begin working to develop intelligent life at the second most likely place in the solar system.
That is what the monoliths do, help to create more intelligent life accross the universe.
