Sounds like a ground issue to me. Could be as simple as bad connections at the battery (or a bad battery) or something not making good contact with the frame.
I know that’s not what you wanted to hear but electrical issues are a PITA, especially where it’s browning out. The voltage will look good but it will be starved for current. Start at the battery and work backwards with some contact cleaner, a wire brush, and then dielectric grease after.
