I misread your first post. The B1G rules are ridiculous, they basically set up the schools to fail by not putting in any bye weeks. You can do all the testing in the world, but there will be outbreaks. Why the B1G won’t allow teams to schedule other games makes zero sense

That was the point. The majority of the Big 10 presidents didn't want to play. They reluctantly agreed to do so as the public pressure against them (from fans and, more notably, the players themselves) mounted. In doing so they made sure the "precautionary rules" would bring about a de facto shut down unless virtually nobody tested positive for covid (which wasn't going to happen). That way, they could appease the "angry mob" by playing, but ultimately get their preferred result of no games through the impracticality of the rules. They made their real goal pretty obvious when they enacted (among other things) the 21 day quarantine
