I’m aware. Housing a prisoner isn’t cheap and people should be free to do what they want if they aren’t harming another.

voluntary Rehab facilities where they can check themselves in and out yes, but if you were to take a few prisons and convert them into detention facilities specializing in drug rehab it might make some difference. Through controlled Rx's they are gradually weaned off the substance. Once clean they can serve a longer probationary period with no relapses in a span of 18 months upon release.

Also, I'd have a few Non-profits set up to help them get suits/clothes for interviews. Clothes/funds could be donated to either get newer items or the donated clothes tailored. Help them find the path to entrepreneurship. Teach them the T-shirt hustle.
