No Presidential race, much lower voter turnout. R's vote more than D's. More voters is usually good for the incumbent.

Consider 2010 and 2012. In 2010, Obama had fairly high approvals, especially on the left and the democrats got absolutely destroyed in the mid term election. 2 years later he wins re-election pretty easily.

It’s just how it goes. 2002 being an outlier due to 9/11.

Dems stole the House in 2018 through their gerrymandering lawsuits and ballot harvesting in swing districts in California. They also ran a bunch of supposed moderates who turned out to be not moderate.
