It's weird in this case. I would call Prince culturally relevant. Few people could do or attempted to do what he was doing with rock, R&B, and pop. I await your explanation for how unimportant Prince was to pop culture.
Who Framed Roger Rabbit was massively popular, and it is now preserved by the library of congress because of its cultural relevance. In its wake, there was one single imitator that bombed. Is Roger Rabbit not relevant because no one else could pull it off?
There are instances where this one, single metric might be meaningless. This is one.
