Rules are rules. It I don't feel too strongly on this one though, what is being hurt by this kid logging on from Missouri? A big meh, they can figure it out.

Generally the State pays the district per child enrolled, so the kids actual district is "losing" money because the school he's going to is getting the money. This happened in Bogalusa when the Superintendent of Bogalusa schools complained to the State that kids in the Bogalusa district were going to schools in northern St. Tammany parish. Poor kids got kicked out of school, and they all went to school Franklinton or private. Bogalusa schools got zero dollars anyway, they just ruined a bunch of families lives.
