how did NOLA get away with no COVID deaths for several days in a row?

You mean of the people that died, for whatever reason, in that 7 day period not one of them tested positive for COVID?

I would imagine normal daily operations of LDH have been severely affected the past several weeks.

Nah, if you are only infecting 30 people a day with a virus that only kills 1% of people or so then you need 3 days to get 100 people for one to die.

Obviously won't always be exact, but that is what NOLA is seeing. Seems like less than 1% right now, but probably the age range testing positive is the reason why.
