The shutdown technically ends a few days before my trip, but I'm fully anticipating on it getting pushed back through the New Year.
If the shutdown gets push back and I can get the majority of my money refunded I'll probably cancel. I particularly enjoy the food scene on trips, so the no indoor dining at restaurants is kind of a killer for me.

You might enjoy it more in the summer anyway.
I did a Washington trip in August. Mostly outdoor activities because Covid. Hit Seattle, Mt. Ranier, North Cascades for a few days hiking then up to Bellingham / Artist Point.

The problem is my girlfriend/travel partner is currently in med school, so it's a bit harder for her to find dates that would work. We'll give it a shot though.

Looking like the only other time we may have available to go is Mardi Gras week (mid-February). Being that Mardi Gras is cancelled in Nola anyway, this may not be the worst idea for us.
I realize there's better weather times to go, but I'll be sure to enjoy it regardless.

Days are short in late December..... dark by 4 pacific.
We usually do a long weekend during the Christmas break in Seattle, but I'll be damned if I'm going there with all their ridiculous rules right now.

That sounds like a terrible idea. I have a daughter in Seattle, and late December is a BAD time to visit. It will be rainy and in the low 40’s. Yuk! Not good hiking weather, either.
Contrary to what folks are telling you, Seattle is a wonderful place to visit in the summer. The bums downtown are a drag, but stay by the waterfront and you’ll avoid most of that. And there’s great hiking all around Seattle.
I went to Seattle a few weeks ago, and man, there are some loons there. I’d say about 95% of folks walking outside had masks on, and they went out of their way to signal to me that I was a deplorable for not wearing a mask. You know, party of science and stuff.
