It is, sort of. I mean, people still make moonshine and sell it illegally.

Of course, when you can buy a liter of Evan Willams or Popov for 10 bucks it kinda takes away the appeal to risk arrest (and lead poisoning) for getting your booze from a bootlegger.

Bootlegging is at the margin and there is little to no illegal/violent gang activity supporting it.

Correct. The same types of economies of scale that would likely arise from legalization.
