Guy behind me cut the tops out of three of his pines after the storm. I asked him if he was going to take them down sat and said no. Have heard they will die if topped, am I incorrect?

Not a Foresterr but yes they will die sooner than later. They have to have leaves (needles) to produce food
Oaks and some young pines will coppice (resprout) after you cut them but large pines won’t

Yeah they'll die, bugs will probably get in them and finish them off.
Is this neighbor dude a known moron?

Cutting the top out of a tree removes the terminal bud whose function is to make the tree grow upwards. There is only one terminal bud. Many trees lose their terminal bud during storms. Each bud on the end of lateral branches are the perineal buds. They allow branches to grow out. A tree will not die if the
terminal bud is removed, just contInue to grow out and not up.
