If you aren’t making money or will have to close in 3 months anyway is taking a license really a threat?
If these are the restrictions till Covid is gone (likely a year or longer) bar owners have nothing to lose.

You could say that about 90% of all health codes that are enforced. The governor, through the Department of Health, could mandate a lot of things so long as it is in the interest of public health. No legislation is needed.
