This may very well be the case. But often this is just a cover for another reason.
Maybe he didn't think we should be in phase III and so he stepped down rather than work for a governor that didn't take his advice.
Maybe the political pressure was mounting to create scapegoat.
Or maybe all of this has been hard on his family and he said screw it. Or something else.
I am sure the crack team at the Advocate will delve into this and we will have better answer soon.
