Your definition of systemic racism sucks. You don’t know what that is. Blacks in the 50s and 60s did. It was called Jim Crow. Thankfully that was wiped out.
European Jews in the 20s, 30s and early 40s knew what systemic racism was. Most of them died because of the Nazis.
South Africa had Apartheid, Many countries had slavery including the US.
Those are examples of systemic racism.
What we have now are individuals that are racist.

Correct.
When individuals in positions of authority use that authority to promote racism, that is also systemic racism.
