Ebay is the most consistent yet priciest method. Also, does your town have a retro games store?
Outside of those methods, thrift stores then yard sales. Both methods are a crap shoot, but I've found good stuff.
My local thrift store sells PS2 games for $1.00 a piece. I got 15 games (albeit without cases) for 15 dollars. That included some pretty good stuff like Gran Turismo 3 and 4.
I don't typically go to yard sales, but I did find a bunch of sega genesis games at one once.

I’d say Amazon is the priciest option. Ebay can have some cheaper ones at times.
