On a related note, in many if not most states the law requires that you get over into the lane opposite the emergency vehicle when (1) that vehicle's emergency lights are activated and (2) only if it's safe to get over, which you weren't necessarily able to do. I believe this requirement also applies to a civilian vehicle if it's emergency flashers are activated.

That is correct, and it's just the decent thing to do. Even if it's a guy riding a bicycle or walking.
