The USPS's money woes stem from the 2006 PAEA which forced them to pay in advance the retirement and health benefits for all its workers 50 years in advance and locked the maximum increases in postage rates to inflation rates.

The current slow down is a result of the changes instituted by the new PMG and he explicitly said these changes would result in slowdowns. In as much as you assign blame of the appointee to the appointor then Trump carries that burden of blame.

We know Trump does not want nationwide mail-in voting. The result of the actions of his appointee is and will be pointed to as a reason not to have mail-in voting. Ask yourself if this were Obama would you see it as a mere correlation or would you assign causation.
