Poor is directly synonymous with laziness and poor decision making.
Plenty of people out there making six figures that are poor because they have no self control.
Plenty of people catch bad luck then get off there asses.
It’s really hard to be poor in USA, but very easy to be lazy.

Well sure, it can be. And often is. But the dictionary meaning of poor (one of them anyway, but the top one) is having little or no money, goods, or other means of support. It's quite possible to be in that situation due to things beyond one's control and not related to laziness.
But you're also right. It can be either.
