They've known of his cognitive decline for a while and originally probably figured they would lose to Trump so they threw him a bone to preserve the field of up-and-coming Dem candidates. That, and/or they figured they could get him in office and then have him resign after a year, thus allowing a VP that would never otherwise get elected to become president.

But, I suspect Biden's decline has proven to be much faster than anticipated. So, my bet is that he withdraws from the race during the convention and the Dems appoint a new candidate. This will bring some excitement, throw off the Trump team, etc. and give them a real shot at winning. I hope it doesn't work, but this is my bet.
