Even on shorter par 4's most golfers hit the ball 270 or less, so most will be going 100 ish even with driver.
There are some tight short par 4's on my home course that I will go 4iron/3hybrid and go 200-230 and then take 130-150 in. Rather that than either be OB or have no approach shot in but 100 yards out with my driver.
