Why is it a new project? Couldn't they just start going deeper during their routine operations?

The USACE currently maintains a "navigable channel" of 45ft depth and 750ft width. There are sections that are less than 45 ft deep but as long as there is a 750ft wide section that is 45 then it is not dredged.
There are also large sections of the river that are already much deeper than 45 feet. This project won't result in the entire 250ish miles from SW Pass to BR being dredged, just the sections necessary to provide a minimum depth of 50 ft along the entire route

Cuz the previous project was to only 45 ft?
I would think that this is mostly a funding and project management distinction. In reality, the govt will contract out to (or mobilize govt owned) existing dredges to deepen to 50 ft the existing nav channel, where needed, which is pretty similar in scope to existing operations. Prior to this “new project” there was never funding (or authorization?) to dredge to 50 ft.

Current agreement for maintenance dredging is for 45ft at no cost to the non-federal sponsor. Going to 50ft requires a percentage to be paid for by the State of Louisiana. I believe eve the Soy Transportation Board in Iowa kicked in money as well to get to the 50ft depth.
This is huge ..... likely to trigger some bigger announcements of investment in the State.
