So then why did the ACC drop in a provision that any cross-conference games had to be played in the ACC team's home state?
That basically fricks any of the ACC/SEC games out of the regular in-state rivalries that could've been played in a +1 SEC/ACC scenario.

No it's not. It's pretty obvious the intention was to protect the rivalries while keeping the non-conference games in state.
I doubt the ACC gives a shite about North Carolina being able to schedule Tennessee or Vanderbilt.
