He should have upgraded to something significantly better then a 1060 and then upgrade the cpu/Mobo/ram down the line

I agree.
I normally always buy "the best" or top tier card for the generation I am looking to buy.
I don't see the 30 series dropping the 20 series in price much. I do think something like a 1080 Ti will drop a good bit, or at least to a price I'm willing to buying at.
IMO right now isn't the time to buy though.
