The legal liability is too great at this time.

Waivers are weak in court. You can't sign away negligence. The waiver would have to include all known possibilities or outcomes of exposure to Covid.
People sign waivers before sky diving, doesn't mean if their parachute doesn't open the company doesn't bear liability.

Funny how you guys use terms which you don't know the meaning or origin.

The science of this is all over the map. You're going to take a waiver into court (which would probably be 1 page long) and tell a jury, well they watched CNN, they knew the risks.
Maybe they watched Fox and didn't know the risks?
Kids have signed waivers for H.S. football for years due to the 50 years of long-standing understanding that deaths occur.
Let alone a 6 month old illness...that even the medical professionals can't seem to get a grasp on.
And even when kids sign a waiver for football, it doesn't absolve negligence in stuff like heat-related deaths.
So the issue is what steps did the coaching staff do to mitigate exposure to Covid?
There's a higher standard when parents are entrusting their kids to schools and their protection and guidance. When kids are on campus, they're under the direction and control of the school.
For a waiver to work in court you have to have been so informed and knowledgeable of the potential risks and that those risks were high and that there was no negligence on the part of the entity that helped cause your death.
Maybe an African safari and you jump out of the touring van in front of a pride of Lions to take a closer picture despite the tour guide warning you not to...that waiver would probably work.
But H.S. kids and a mysterious illness?

If I have you sign a waiver that riding in a car with me may result in your death, does that absolve me of fault if you die because I decided to drive 90 in a 40, or look at my phone for a split second, or any other reason that I could cause an accident (intentional or not)?

Asa, the swamp rat who is controlled by the virtue signalling, Marxist sympathizing Walton family, can eat his how own arse on this one.

But to tell kids to play H.S. sports,
The opportunity is being offered. The parents of the student must decide...you know, how it should be done.

It appears you missed the catch-all phrase that exists in just about every "reopening" plan that has everything proceeding as usual:
So, in essence, they are planning to reopen per normal schedule in 40 days...but, just like everyone else...they are considering alternatives.

Plans are also being discussed at all levels in regard to adjustments to the calendar if necessary.
