Rubio pros:
He's interested in substance
He's a student of foreign policy
He's very diligent in trying to steer and craft legislation
In sum, I think Rubio is probably a nice guy who means well and really wants to acquire subject matter expertise on major items of importance (which is very rare for modern politicians).
Rubio cons:
He's scared
He caveats everything either out of fear or because his approach to politics is as a student (see above) rather than as a leader/authority
He tries too hard to be viewed as a statesman. I don't think trying to be a statesman is a bad thing in a vacuum, but it's a stupid thing in this environment. I'm not convinced he's a genuine Comey/Roberts/McCain - people with delusional obsession with vain legacy and safeguarding against perceptions of bias in their institutions - but he's too close to that for comfort.
