There is no effective difference in the Governor ordering this top down, when every municipality is "enforcing" masks in businesses aka put up a sign

Yeah, but they were fining the business not the person. Are they going to deputize people to hand out citations? That'll go over well. No way law enforcement has the manpower to do this.
