New Clock Rule?

Urban Meyer mentioned that there is a new clock rule this year--the third change in the clock rule (supposedly to shorten the game) in three years. What's the new rule?

The new rule is similar to the NFL. You have 40 seconds from the end of the play to snap the ball. Don't quote me, but I think thats how it works.

They are also voting on having the clock stop when a player goes out of bounds until the ball is SET, not SNAPPED.
ETA: Under 2 mins in the Half they out-of-bounds clock rules will be like normal.

This rule will have more of an affect on games than the 40 second play clock. The 40 second play clock will basically be the same as before give or take a few seconds, just make it a uniform time between plays between different conferences (it always took about 15 seconds to spot the ball anyway, so 15+25 =40). The not stopping the clock on the out of bounds plays is really going to shorten the game and help the underdogs. They'll certainly be in more games for a longer period of time.
I think this will benefit the SEC as opposed to a conference like the Pac10, though, in that it is more suited for defensive minded teams that want to shorten the game. Won't be as many huge comebacks for sure.

Won't the starting the clock rule be just like the NFL though, where it is in effect until approximately 5 minutes are left in the half, and from there on out the clock will stop?

<2 minutes in half, clock stops when player goes out, and doesn't start until the next snap.
