How do you know this? You admitted you never made them an offer at what you felt was the prevailing wage. That your company would immediately jump to sponsoring an H1B versus acting in good faith to hire Americans is at the heart of the controversy with H1B visas.

We never offered anyone a job at less than what their minimum salary requirement was.

Now this is probably a debatable point....I could see why you would say this. But I'll say that like I said our companies position was that it was counterproductive to the candidate and the manager to offer a salary lower than what that candidate wanted as a minimum. This is a rule that I could see added to the H1-B rules.
