Nagin because he was inarguably better than Mitch or Latoya and without Katrina around he might do well like he did in his first couple years.
How could anyone not pick Nagin our of the choice Nagin, Mitch, and Latoya?

Nagin. He was actually doing pretty well until Katrina came and completely lost his damn mind. At least that was something worth losing your damn mind over though. Bitch and Latoilet do nothing but pander (Bitch more so in his 2nd term when he was useless).
