The way it reads, makes me think that the was taking Rudolphs side. She said she bets Garrett will say that, like she thinks he's making it up, and that she knew he would make that up.

I disagree. I think what she means is that Garrett’s actions were so out of character for him, Rudolph must have provoked him.
