The cops have declared war on America, they are arming themselves with surplus military gear, and pay for it with stolen money via CAF. The war on drugs is actually the war on America.

Property, money, grants..they use this to hire more police, buy more gear, to seize more property/money and get grants..
Mix in a little legitimate graft for personal benefit and it’s a good gig.
