They're framing this in the context that he means the NG will fire on looters, when anyone with a brain understands that the shooters and the looters are one in the same.

When she passes away she will pass away hatting that she didn't get to become President.
It's an odd way to end your time. Why not just enjoy and be happy about what you did get to do in life and live peacefully and happily as the end nears? Makes no sense to me.
