The capacitors are made in Mexico. You need a metric meter.
The second one is less than $13, delivered, from Amazon. I am sure you can replace both for less than $40.
Or you can check and see what the Ohm resistance is supposed to be and meter it for that.

I tested it on the ohm setting and it doesn't read anything. My meter beeps when you touch the leads together on the ohm setting. When i touch the leads on the capacitors I get nothing. But when I test in the capacitance setting they read in range or close to it. I don't know shite about capacitors, only what setting to put my meter on, that's why I'm here with you clowns. Lol
