Everyone I know that doesn't start from their house, goes to a park and jogs the public trails. They don't drive somewhere just to run through other neighborhoods.

If this is what he did, then where was his car? I haven't seen that mentioned anywhere. Did he have a friend drive him away from his house and drop him off in another neighborhood just so he could jog?

None of the "jogger's" actions make sense. It's possible but certainly not plausible.
