Absentee ballots are not the same as voting by mail

Military voting is not really impacted by any of these new proposals. UOCAVA is a federal law allowing all military to vote by mail, even if not deployed.

How do people in the military vote if not by mail?
When I retired we were still voting where our state of legal residence was. Lots of folks changed theirs when they changed duty stations, it wasn't hard to change.
I never changed mine and voted every time by absentee ballot. At that time there were only a little over a million people on active duty. Trying to use that process for over 235 million voting-age people would not be a good idea.
