Why would it mean schools have to open? Texas is opening up gradually and schools are closed for the year.

I can't imagine it actually would. In theory I guess it would mean schools COULD open, but schools have already put in place the virtual learning measures for the year, no school is going to pivot and start holding classes next Monday.

The state superintendents asked him to cancel school for the remainder of the year. I assume if the legislature overturns the order the superintendents could still cancel school. However, if the order is overturned, does this do away with the waiver of students having to make up the seat time?
