Wife basically asked this same question tonight as we ate takeout from DiGiulio's.
She saw a article from China where they studied a group of cases that were linked to dining at a particular restaurant. There were three large tables in the dining room. At the table with the first infected person, everyone was eventually found positive, everyone at the second table also eventually tested positive and three people at the third table ended up positive. They decided the infections tracked with the air flow pattern from the room A/C.
It's from China, so who knows. But now they are saying length of exposure to an infected person is also a risk even if there is no contact. So sitting in a restaurant for a hour+ with someone at a neighboring table who might be infected does raise a concern even if the restaurant does everything it can to protect its customers.
