We need to sink the boats and not kill the passengers. Throw them a life raft and some hummus. Then they will rebel against their leaders and become a thriving mecca again. They can be our ally and we can eliminate the evil Saudis and evil syrians and win the middle east.

You wouldn't think that that US Navy would need a separate specific order from the Preident to take action against hostile appearing foeign vessels approaching their ships after that incident.
