I need to drill into my slab to secure a safe. what is the risk of hitting any plumbing that may be in the exact spot I intend to drill? assuming all the plumbing should be "under" the concrete, no? House was built in '91. Is there a way to know how deep I can drill? Or do I just say screw it, drill the holes, and hope I don't see water bubbling up?

If you hit pipes, You did it wrong. 2.5" anchors is more than enough.

To anchor a safe you shouldnt drill through the slab at all. Use wedge anchors and drill in about 2.5" inches. That wiull ensure you dont penetrate through the slab if that area happens to only be 4" which should be the absolute minimum thickness anywhere on it.
