I think you are confused, he isn't holding up the vote, he is making them vote and putting it on record.

I'm not confused at all. Forcing a roll call IS holding up the vote/passage of the bill.
It just requires half of the House to go back to DC for no discernible purpose.
Do you actually believe putting the vote "on record" is meaningful in any significant way? The Senate passed it unanimously. No one is getting negative ads run against them for voting yes on this.
