How to do a limestone or rock garden with plants?

I have foxtail ferns and hydrangeas.

I want them to sit in limestone or rocks where they would outline a soil herb garden.

How should I layer this, and when should I plant?

Put down soil, then sand, then plant, then rocks/limestone??

I really have no idea. Help!

Example, How did they do this?

Soil then filter fabric (weed mat), install plants by cutting a hole in the mat where you want to plant. Then add 2-3" of rock.

If you put down rock, put down fabric. If not, overtime, your rocks will settle in to your soil.

Did a couple of inches of sand above a couple inches of soil.

Hoping the sand prevents rocks from settling.
