That map pretty much doubles as places where the governments aren't really testing. Right now, super rich Singapore population: 5M has about ~350 official cases after putting in place strict testing and quarantine measures. Nearby Indonesia which is a little more than 50 times as big, poor and doing absolutely nothing about Covid-19 also has~350 official cases. The amount of testing being done seems like a significant confounding factor here.
